The County of Monterey Health Department’s Behavioral Health Bureau (MCBH) has openings for two (2) full-time Behavioral Health Services Manager IIs (BHSM II). The Bureau currently has vacancies in the Adult System of Care (ASOC) and Children System of Care (CSOC).
SUMMARY OF POSITION
The Behavioral Health Services Manager II works under general direction to plan, organize the program and/or provision of services of a major program within the Behavioral Health Bureau. Incumbents in this position supervise the operation of program elements and staff; monitor contract services; supervise staff; act as a liaison to community groups, agencies, and state representatives; and participate in budget planning, preparation, and monitoring.
Children’s System of Care, Services to Education Program
The Children’s System of Care provides an array of clinical services from ages birth to 25 years of age and their families. Clinical teams include Early Childhood Services, Transition Age Youth, Post Hospitalization Support as well as clinical teams that partner with Child Welfare, Education and Juvenile Probation.
The program manager for the Services to Education Team provides leadership and management oversight to three teams that provide school based mental health services to children and youth for Special Education and General Education specialty mental health services. This BHSMII will work in partnership with the BHSMII whom oversees the other three Services to Education teams.
Additionally, this Services Manager is responsible for the coordination of critical relationships with the LEAs throughout the County, the County Office of Education, as well as several partner agencies (Department of Social Services, Epicenter, Seneca Family of Agencies, SARC). The program provides an array of school based mental health supports and services across Monterey County to children, youth, and their families from psychoeducational groups, intervention groups, psychological assessment, individual and group therapy, to intensive community and home-based treatment. Referrals to the program come from LEAs. The Services Manager will work closely with the BH Deputy Director for Child and Adolescent Services to ensure program design and service delivery are appropriately aligned with clinical need, ethical standards of practice, program mandates, and contract obligations.
Adult System of Care Placement Team / Housing and Homelessness Manager
The Placement Team consist of a team of clinicians that facilitate placement into, and discharge from, a continuum of residential facilities throughout the State for adults with serious mental illness. The team monitors treatment within these facilities utilizing strength-based case management and psychosocial rehabilitation to support the individual's wellness, recovery, and resiliency goals to achieve a better quality of life with the goal of eventually transitioning the client back into the community. The service population are adults (18+) who are on LPS conservatorship. This program works closely with the Public Guardian/Conservator’s office, network of local hospitals (e.g. Natividad and CHOMP) and community partners in addition to monitoring and tracking all Monterey County beneficiaries placed at the various residential facilities across the State in IMDs, Enhanced Board & Care Homes, and State Hospital. This program manager will oversee the Placement Team as well as the development of housing and homelessness resources for the Specialty Mental Health population served by Behavioral Health.
This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority in accordance with the Flexible Staffing Program and Guidelines.
The Health Department offers up to a $10,000.00 signing bonus to candidates hired into regular full-time positions for this classification from this recruitment.

Examples of Duties
• Plans and administers an Adult Behavioral Health Program or Children’s Behavioral Health Services that includes assessment and development and implementation of treatment programs for individuals and the community with the goal of restoring clients to successfully functioning within the community.
• Plans and manages program through subordinate supervisors, professional and support staff; selects, trains and evaluates performance of staff.
• Plans, directs, monitors and evaluates assigned program elements, including contracted services, to insure compliance with regulations and quality service.
• Prepares and supervises the preparation of policies, procedures, administrative manuals, guidelines and standards. Interprets Health Services policy objectives and operational procedures to subordinate staff, sets standards for performance and insures that appropriate training is carried out.
• Plans and implements quality improvement programs in accordance with federal and State regulations. Identifies areas where service needs improvement. Assists regulatory agencies with reviews and audits. Provides or oversees training of staff and contract providers in matters of regulatory compliance.
• Analyzes existing and proposed federal and state legislation and regulations for their impact on program operations and funding.
• Develops and administers the annual budget for an assigned area.
• Plans and administers integrated substance abuse treatment and prevention services providing for continuity of care, accessibility and gaining community acceptance.
Will have a proven track record demonstrating the following knowledge, skills and abilities:
Thorough Knowledge of:
• The principles and practices of diagnosis and treatment of children and adults with behavioral health problems.
• The laws and regulations governing behavioral health in California.
• The techniques of management relating to training, directing, controlling and evaluating subordinates in a variety of diagnostic, therapy and case management programs relating to behavioral health.
• Community health problems and governmental programs to identify and treat clients in outpatient and inpatient programs including inmates of the County Jail and wards of juvenile institutions.
• The principles and practices of office management including budget practices, cost analysis, office automation and community relations.
Skill and Ability to:
• Coordinate the work of various behavioral health programs, identify needs, development program objectives, procedures and evaluation techniques.
• Represent Behavioral Health in advising, consulting and/or resolving differences with other programs, agencies and the public; interact and function in situations that require counseling, instruction, persuasion and negotiation.
• Use communication skills and techniques for organizing and directing meetings and transmitting information and instruction to program staff, other agencies and the public.
Examples of Experience/Education/Training
The skills necessary may be acquired through various types of education, training, and/or experience, typically:
Education:
• One year of experience as a Program Manager II – Behavioral Health for Monterey County
OR
• Two years of experience as a Program Manager I – Behavioral Health for Monterey County
OR
• Four years of professional experience subsequent to obtaining a California license as listed above
OR
Experience:
• An equivalent combination of education, training and experience that demonstrates the above knowledge and skills.

REQUIRED CONDITIONS OF EMPLOYMENT:
• Possess and maintain a valid California Class C driver’s license or the ability to provide suitable transportation that is approved by the appointing authority.
• Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency, travel out of County to attend meetings.
• Successfully complete a background check to include fingerprinting.
• Possession of a valid license by the State of California as a Clinical Psychologist, Clinical Social Worker, or Marriage and Family Therapist.
